The Pécs local government sent security guards to occupy the headquarters of the city’s waterworks Pécsi Vízművek and prevented the management of the French investor group Suez from entering the building on Monday morning. Suez, meanwhile, refused to let the new city-appointed management into the building.
Pécs has cancelled the water service contract from the end of September and wants to repurchase a minority stake in it.
Fidesz mayor Zsolt Páva decided to sell Pécs’s 48% minority stake to Suez for Ft 330 million in 1995. The city council now says Suez takes too much profit from the waterworks and prevents it from getting a clear picture of what is going on at its 17 subsidiaries.
“Suez still has valid contracts with 17 communities in the Pécs environs, whose water supply is now threatened because the old management cannot work,” Pécsi Vízművek sales manager Judit Kamarás said.
“If 20 commandos arrive at 3 a.m. and occupy somewhere, that is not a European solution, and is undoubtedly illegal,” Kamarás asserted, adding that Pécsi Vízművek CEO István Nyári is currently on holiday.
The staff at Pécsi Vízművek have had to sign a declaration that they are on a two-week paid holiday, after which they will be employed by the new company.
Suez management are considering taking the case through diplomatic channels.

The Pec government sold the water plant. It received money in the sale to the French company. The Pec politicians squandered the money on their friends, hookers, palinka, and vacations. Now they want the plant back. It dont work that way. And more of this is to come. Hungary will have to sell off Balaton water rights to pay back just the interest to the IMF loan. This is happening in the US also. And the money has also been squandered as well.

Here is my question: Considering that Mr. Pava had been elected mayor of the City of Pecs only a few months ago this year, how the fuck could he have sold anything to anyone as mayor way back in the year 1995? The numbers don’t make any fucking sense!
Also, the U.S. is definitely NOT in the same situation as basket case Hungary is, deng feng. Never was and never will be, either. In fact, a large chunck of the IMF money given to Hungary as “loans” is actually U.S. money.

Bela–Páva Zsolt WAS Pécs mayor for a brief period in the 199o’s,the only time the Socialist/commie hold on the city was broken,until now.
He did sell off the holdings to Suez,but now he is back they are unhappy with excessive profits,take over of regional water supplies etc… (not in the original agreement) The local Gov. cancelled the supply contract perfectly legally (Pava Zsolt is a lawyer by the way) and offered to buy out the Suez service contract at a fair market price–the offer got NO response from Suez,who showing typical multi-corporation arrogance,simply ignored it.Thus this showdown.

On the other hand, if you look at what is going in Bolivia, Venezuela, and many other parts of the world, governments are re-purchasing privatized companies. They can do this because they have the money to do so, and the willpower. Latest round was in Bolivia, the ones who sold back to the state willingly were rewarded by getting market price for their stuff, the holdouts were severely penalized. If the state would have given notice of intended privatization and the company in question would not even have bothered to respond, el Presidente would have simply sent in the troops and nationalized the company, and this time probably without paying any compensation. This is how it all went in Cuba also in the late 1950s and early 1960s.
Having said all this, this Pava chap does not seem to be a real market economy biznicman. He first sells the city-owned water works to the Frenchies — and now, a few years later, wants to buy it back from them? Didn’t he think that a for-profit company would want to buy it TO MAKE A PROFIT WITH IT? Now that they do, the “Pecs patriots” do not like it? Too weird.
Anyhow, Pecs looks like crap. The train station is crumbling, the overpasses are crumbling, Balokany Strand is crumbling, and Szechenyi ter looks like shit. Too bad, really.

Are the prices in the 17 communities served by Suez higher than the rest of HU? If this is the case, strange that such wasn’t mentioned. If it’s not, then we have an interesting angle. Effectively according to Pecs Suez has managed, using the prevailing rates to run the waterworks more effectively than previously when it seemingly wasn’t profitable and Pecs sold such off.
Following on from the fact that Suez might run this better than the earlier management, we can consider… why couldn’t earlier management have done the same? Was it due to corruption, incompetence, lack of modern equipment, knowledge, et al…
How can the city of Pecs argue on the one hand that the company is too profitable and on the other, that it doesn’t have enough information? Or go further to sack the management team – if it doesn’t know what’s going on?
Suez say the want to work through diplomatic channels while the city of Pecs thinks drama and public spectacles is a better way to achieve its objectives.
As to objectives, does ensuring continuity of service count?

And enough with all this namby-pamby discussing of “solvency”, “debts” a.s.o. If politicians will call a referendum on the right to have property in Hungary, you will be surprised by the results! After this kind of referendum, no land could be sold to foreigners, no company could be started without a majority of Hungarian capital, and all workers have to be hungarians. And the biggest percentage (even seventy percent, if possible) of the companies profits have to be invested only in Hungary, and not transferred to banks abroad. That would be the good future for us, Hungarians. I am waiting for such a referendum, much more important because is about our motherlands wealth and our daily bread stolen by thiefs from outside. Maybe we will not wait long untill somebody in politics has the courage of puting this problem.

It is a difficult situation. The local governments are bankrupt. They need cash now and up-front. But they have no expertise in selling/leasing assets and never will; the same mistakes by local government are occurring in the US. In fact many more losses are happening in the US so it is a systemic issue of stupidity combined with fraud. The only solution is to impose a very limited government structure. Magyarorszag need about 10 mayors and about 500 bearucrats. But the fraud will continue by politicans as it is a license to steal from the People. Always was and always will be. Otherwise the USSr would have been the richest society on eart. But most people never learn.

Most of these entities should remain in hungarian hands. I believe the university/engineering pograms are strong enough that they can manage a waterplant properly. They also probably need some help managing the business aspect, accounting,etc. But the major problem is that the cities,counties have over promised to their constituents (free school, welfare, disability, free roads, free medical/dental/ocular, early retirement, government theft without repurcussion, free bus, subsidized this and that). The cities cant borrow- thank God. But they can continue to sell assets. Pec will be selling soon be sellin major buildings and parking spaces and bus routes and public lands to generate monies.

On WW2 and water: Churchill, F Roosevelt, Landau (Soviet spy in the FDR adminsitration) drew up very specific plans to contaminate Hungary/Germany water supply with anthrax. The stated purpose was to terrorize the civilian population, turn both countries into unpopulated pasture land. They make stalin look like a choir boy in comparison. However, as the French were mostly collaborators, I am more likely to trust them with the water supply. But you never know.

Obviously it was an act of desperation when the Pecs politicans sold parts of the waterworks company. Pecs apparently does not have the resources to manage the plant. So the Pecs received a large up-front sum of money for rights. The Hungarian governments are both broke a mismanaged. And more government owned assets will be sold in 2010 to raise monies to pay back the IMF, run socialist/welfare programs in magyarorszag.
