His theories seem to confuse behavioral economics with their models of rationality with those of endogenous/exogenous models of economic equilibrium.
Let's hope the research concentrates more on ideas of Fama or Thaler and on prospect theory or cognitive models of risk aversion etc.. (Kahneman and Tversky were a favourite for me in cognitive psychology lectures).

You might want to look up Prospect Theory too, along with Confirmation Bias, Communal Reinforcement, Illusion of Knowledge, Disposition Effect, Overreaction and Underreaction...

I would guess the author of the article (Anatole Kaletsky) and yourself know nothing of the psychological modeling of decision making and hence think Soros's research is something new. This is not new, it simply is not the prevalent paradigm.
