Hungary’s excise-tax and customs authority VP collected net HUF 1,267.3bn (EUR 4.69bn) in central-budget revenue in 2009, exceeding the organization’s annual target by HUF 1bn, VP chief Janos Nagy announced on Monday.
Mr Nagy said that VP had generated 15.23pc of the central budget’s revenue last year in spite of the global economic crisis.

Not sure this is a positive or negative. Those costs are atop VAT and are only passed on to the consumer who, if paid properly sees a hefty wallop already snapped up by Uncle Pisti.
